Dear Harding,

In reply to your letter of the 17th instant,

enclosing a draft of the proposed interim reply

to the telegram from the Governor of Hong Kong of the 10th instant, we have no objection to the terms of the draft, if it is really a fact that the Admiralty cannot undertake the improvement s contemplated at Stonecutters until the year after

next. On that point we have no information.
